Why don't you learn english on a school made for that? doesn't exist?
On the computer its a little bit hard and its necessary to know at first base of the English language to become then good...It's easy to found english course, just try to look for a school which teaches English! xD

I don't think that's the problem. In Holland (that's where I live) they teach english at every school. Everyone has English, Dutch and (they have to choose between German of French) as subject.  
But there is a different between people, and someone needs practising and the other doesn't need it! So, to make a long store short; I think that this guy is just searching for someone who wants to help him with that practising thing, even when they are teaching it at his school.
